Almost all programming was done in the data address space, but when you wanted to talk to the hardware, you could use some special I/O instructions that could read from or write to I/O address space. Those of you who've been doing this as long as I have might remember magical numbers from the MS-DOS days, like 0x220 (the default I/O address of a Creative Labs SoundBlaster card), or 0x3F8 (the default I/O address of Serial Port COM1).
